Dhurandhar: The Revenge Faces Legal Hurdle Over Alleged Military Leaks; Delhi HC Directs Government and CBFC to Intervene

The Delhi High Court on Wednesday directed the Union Ministry of Information and Broadcasting (MIB) and the Central Board of Film Certification (CBFC) to urgently examine allegations that the upcoming film Dhurandhar: The Revenge, starring Ranveer Singh, may have violated the Official Secrets Act. The film stands accused of allegedly revealing sensitive operational details tied to India’s armed forces.
The directive was issued by a Division Bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia during the hearing of a Public Interest Litigation (PIL) filed by Deepak Kumar, a Head Constable with the Sashastra Seema Bal (SSB). The petitioner raised serious concerns, claiming specific scenes and references could jeopardize national security and integrity.
Key Allegations Raised in the PIL
The petition argues that the high-octane action film blurs the line between fiction and sensitive reality, specifically citing several things. The depiction of sensitive military locations and tactics in a manner deemed contrary to national interest. Characters and storylines heavily inspired by senior defense officials and deceased servicemen. The alleged disclosure of confidential data regarding specialized pharmaceutical or chemical counter-measures currently being developed by the Defence Research and Development Organisation (DRDO).
The Court’s Observation on Fiction vs. Impact
While acknowledging that commercial cinema is fundamentally driven by imagination, the Bench emphasized that the real-world influence of such media cannot be overlooked.
“Even if the movie is a work of fiction and imagination and is made for entertainment purposes, the impact of the movie can’t be denied,” the Court observed.
The Bench further stated that concerns regarding the exposure of defense strategies deserve careful evaluation by regulatory bodies, adding, “The censor board should have some guidelines. We will only direct you to consider his representation and take an informed decision.”
Judicial Outcome and Industry Impact
Choosing not to impose an immediate stay or direct restrictions on the film’s release, the High Court officially disposed of the plea by instructing the MIB and the CBFC to treat the writ petition as a formal administrative representation. The authorities must now review the content thoroughly and take an informed, appropriate decision regarding the certification of the film.
Dhurandhar: The Revenge has already accumulated massive pre-release buzz due to Ranveer Singh’s intense role and its large-scale narrative. However, this legal complication thrusts the project into a broader, long-standing industry debate: balancing creative freedom and cinematic authenticity against the rigid parameters of national security.
