NGT Dismisses Plea Against Renovation of Shah Rukh Khan’s Mannat, Upholds CRZ Clearance

The National Green Tribunal (NGT) has dismissed an appeal challenging the renovation of Shah Rukh Khan’s iconic sea-facing residence, Mannat, located in Bandra. The petition, filed by activist Santosh Daundkar, claimed that the Maharashtra Coastal Zone Management Authority (MCZMA) had improperly granted Coastal Regulation Zone (CRZ) clearance for the renovation earlier this year. The MCZMA had approved the project on January 3.
The NGT bench, consisting of Justice Dinesh Kumar Singh and Dr. Vijay Kulkarni, rejected the plea at the admission stage, declaring the appeal “without force.” The tribunal noted that the proposed construction falls within a CRZ-II zone, on the landward side of existing roads and structures, which makes the renovation permissible under the Coastal Regulation Zone Notification, 2019.The bench further observed that Mannat pre-existed the CRZ clearance and the renovation involves adding two upper floors—the 7th and 8th—to create a duplex flat with an internal staircase above the existing 6th floor.
Upon completion, the building will consist of two basement levels, a ground floor, and eight upper residential floors, reaching a total height of 37.54 metres. The clearance specifies that the plot (CTS 859, 860, 861, and 862 of Bandra H-West ward) is designated as a residential zone under the Development Plan (DP 2034) and is not reserved for public use. The project proponent has also obtained plan approval from the Brihanmumbai Municipal Corporation (BMC) dated November 7, 2024.
During the hearing, the tribunal asked Daundkar’s counsel to identify any procedural lapses in the clearance process. However, the counsel reiterated previous arguments without providing substantive evidence or key documents like the CRZ No Objection Certificate (NOC) issued on June 23, 2008. The bench questioned why this 2008 NOC was not challenged at the appropriate time. With the NGT’s dismissal of the appeal, Shah Rukh Khan’s Mannat renovation—focused on vertical expansion within existing regulatory norms—has been allowed to proceed as per the conditions set forth by the MCZMA.
